William S. George
Chairman |
|
|
William George serves as Chairman of the Foundation Board, as well as Health Partners’ President and Chief Executive Officer. In the latter capacity he has overall responsibility for leading one of Southeastern Pennsylvania’s largest health maintenance organizations, whose operations focus on a nationally recognized Medicaid managed care plan and the region’s newest CHIP plan.
Under Mr. George’s leadership, Health Partners’ Medicaid plan has consistently ranked first in member satisfaction in the region and been acknowledged as a leader in improving healthcare quality with a resource-wise approach. It has consistently ranked number one in the area for member satisfaction in an annual consumer survey, and it was the first plan in the nation to receive the National Committee for Quality Assurance (NCQA) Multicultural Health Care Distinction.
Mr. George previously served as Health Partners’ Chief Financial Officer for 14 years. During that time, he oversaw the rapid membership and financial growth of its successful Medicare Advantage plan, which was sold in 2007 with 22,000 members. With more than 30 years of experience in accounting, auditing, financial and regulatory reporting, financial management and planning, and systems development, Mr. George was responsible for all corporate financial affairs.
Before joining Health Partners, Mr. George held senior-level positions with US Healthcare and Arthur Young & Company (predecessor to Ernst & Young), an international accounting firm.
Mr. George has a BA in History and Economics (Cum Laude and departmental honors) from Lafayette College and an MBA in Finance from the University of Pennsylvania’s Wharton School of Business. He is a member of the Pennsylvania and American Institutes of Certified Public Accountants (PICPA and AICPA).
Mr. George was named honorary chair of the March of Dimes’ Signature Chefs Auction. He serves on the Dean’s Advisory Board of the Drexel School of Public Health and is a board member and treasurer for The Food Trust and three not-for-profit Philadelphia organizations that support historic preservation and the Fairmount Park System. A long-time resident, he was a founding member of one of the city’s first Town Watch programs.
Mr. George has received the Good Scout Award from the Cradle of Liberty Council, Boy Scouts of America; the Drum Major Award from the Philadelphia Council of Clergy; the Human Rights Award from the Philadelphia Commission on Human Relations; and the Essence of Fatherhood Award from the Father’s Day Rally Committee.

Judy B. Harrington

Judy B. Harrington currently serves as President of the Health Partners Foundation, and Senior Vice President for Business Development at Health Partners. Under her leadership, the company began an outreach program that brings health screenings to neighborhoods across the region; developed an award-winning marketing program for the successful launch of its KidzPartners CHIP program; and expanded its wellness programs to include fitness center memberships, acupuncture and Weight Watchers® classes.
For the past 10 years, Ms. Harrington has also served as President of the employee-founded Health Partners Foundation. The Foundation’s programs support area schools, students and community organizations.
Ms. Harrington’s previous experience includes senior management positions with the University of Pennsylvania Health System; Tenet Health System; and Aetna; serving as an adjunct faculty member of Temple University’s MBA program; and working at the Houston Chronicle. She received her MBA and BA (Summa Cum Laude) from Temple University, where she received the Wolen Outstanding Student Award. Ms. Harrington is currently on both the Delaware Valley Community Health Board and the Congreso Corporate Advisory Council.

Claudia Tucker-Keto

Claudia Tucker-Keto began her career at Health Partners as an Education Specialist for Community Affairs. She is currently Manager of Community Education in the organization’s Business Development unit, where she supervises community education and outreach. As Executive Director of the Health Partners Foundation, Claudia’s responsibilities include coordinating the Foundation’s education programs, such as the “Be There” Perfect Attendance program and the “Make Dreams Reality” Scholarship program.
Prior to her arrival at Health Partners, Claudia developed, implemented and piloted the "Success Equals Employment" program over a three-year period at the Camden County Correctional Facility. The program helps equip incarcerated women with the necessary skills to job search upon release. She also spent six years as a lead business clerical instructor with Management and Training Corporation at the Philadelphia Job Corps center, where she developed and implemented a business clerical curriculum for young adults seeking to complete their education or move into employment through a non-traditional learning process.,
Claudia is a long-time advocate for children and families. She was an original Board member of the New Jersey Women’s Summit and a former chairwoman for the Camden County Commission on Women. Currently, she serves as President of the Board of Directors for the Community Women’s Education Project (CWEP) in Philadelphia. She is also a George Washington Carver Science Fair Committee Member.
A graduate of Temple University, where she earned a BA in Administration of Justice, Claudia has also pursued post-baccalaureate studies in Adult Continuing Education and Organizational Management.

John Sehi

John Sehi brings more than twenty years of financial management experience to Health Partners. As Vice President of Finance for the past eight years, John oversees financial operations, the annual budget and monthly variance reporting, as well as strategic planning, and the assessment of potential new business ventures.
Before coming to Health Partners, John held leadership positions at Albert Einstein Medical Center, The Hospital of the University of Pennsylvania, St. Mary Hospital, Mercy Health Corporation of Southeastern PA, QualMed Plans for Health.
His responsibilities over the years have included oversight of accounts payable and receivable, member services, information systems, provider recruitment and claims management. John is well versed in the areas of strategic financial policy development, underwriting, research/grant and investment reporting, bond issue management, construction and property accounting, and the preparation of financial statements for restricted funds.
John holds both a Bachelor of Science in Accounting and a Master’s in Business Administration from Drexel University.
John is an Advanced Member of the Healthcare Financial Management Association (HFMA), a member of the St. Frances Cabrini Men’s Association and Treasurer/Secretary of the Health Partners Foundation.

Ramesh J. Vangala, Pharm.D.

Ramesh brings to Health Partners a broad range of health care and managed care knowledge and experience. Throughout his career, he has demonstrated high standards of performance in product and program development, account, formulary, financial, and data management.
Since 2001, Ramesh has served as Director of Pharmacy Services at Health Partners, responsible for the oversight and management of day-to-day department operations, formulary contracting, regulatory compliance, and formation and operational implementation of clinical criteria for Medical Exception/Prior Authorization.
Guiding his department with excellent strategic and analytical skills, Ramesh has focused on utilization and outcomes development, financial modeling, encounter data, benefit design, clinical program management and network development and operations. He was instrumental in the establishment of Health Partners’ Medicare Part D benefit design in compliance with the Centers for Medicare and Medicaid (CMS)
Before joining Health Partners, Ramesh served in a number of leadership roles and as a clinical pharmacist, designing patient therapy plans with physicians, filling prescriptions, counseling and educating patients.
Ramesh received his Bachelor of Science and Doctorate degrees from Philadelphia College of Pharmacy and Science and is currently working on his Masters in Business Administration at LaSalle University.

Johnna Baker
Legal Counsel |

Johnna has been an attorney for over 15 years, specializing in corporate counsel for health insurers and managed care organizations since 1994. She has worked for one of the largest health insurers in the United States and also has experience working for and creating start-up organizations, including entities such as Foundations, Third Party Administrators, and various partnerships.
In her current role as General Counsel/Vice President of Legal Affairs, Johnna is responsible for overseeing a three-unit department that includes Complaints/Grievances, Special Investigations, and Law. In this capacity, she manages outside litigation; drafts, reviews and negotiates a variety of contracts; and serves as Risk Management Officer and chairperson of the Policies & Procedures Committee. She also provides legal advice and guidance on all corporate matters, including member and provider complaints and appeals, fraud and abuse, contracting, product development, licensing, terminations, regulatory and government matters, reimbursement, leasing, real estate, intellectual property, and other commercial and corporate issues.
Johnna has also served as Legal Counsel on a number of Boards and has been a Board Secretary as well. She received her law degree from Widener University and was a magna cum laude graduate of West Chester University.

Bounthavy Chanthongthip

Bounthavy (known as B) started at Health Partners as a senior financial analyst. After nearly a decade, he switched from finance to health care economics with a desire to play a prominent role in the health outcomes of our Health Partners members. As a health care data analyst, he ensures various departments receive member and provider related reports, pharmacy trends, and utilization statistics in efforts to improve all aspects of operations/costs in member services.
With a passion for education and community development, B began volunteering with the Health Partners Foundation. He started as a lead in the Workplace Campaign, which supports the Health Partners Foundation and the United Way. In this role, he was responsible for overseeing the distribution and collection of packages and donation tracking for the both organizations. Now as a board member, serving on the Scholarship Committee, B visits partner schools and interviews potential scholarship recipients.
B received his Bachelor’s of Science degree in Marketing and Finance from Philadelphia University and his Master’s in Business Administration from Holy Family University.

Darnell Thomas

With more than 20 years of professional experience, Darnell Thomas has dedicated 12 of those years to Health Partners. Starting as the Manager of the Provider Helpline and Database, Darnell now oversees and manages the Member Relations department.
In his role at Health Partners, Darnell supervises the Provider Services Helpline staff and ensures that they are well-trained and knowledgeable in applicable policies and procedures. He is responsible for follow-up and communications with our health care providers to resolve issues in a timely, professional manner. Darnell works with the Director of Provider Relations to implement standards that ensure deadlines are successfully met.
Before joining Health Partners, Darnell held positions at Keystone Mercy Health Plan, Oxford Health Plans, Inc. and The Private Industry Council.
Darnell is currently enrolled at Philadelphia University in the accelerated program to receive his Bachelors degree in Health Services Management in May 2013.
Prior to becoming a Foundation board member, Darnell was involved with the Foundation’s scholarship committee and Future Leaders Academy. He is also a member of the PAC committee.
