Executive Staff at Health Partners
Williams. George
President and Chief Executive Officer HealthPartners, Inc.

William George serves as Health Partners’ President and Chief Executive Officer. In this capacity, he has overall responsibility for leading one of Southeastern Pennsylvania’s largest health maintenance organizations, whose operations focus on a nationally recognized Medicaid managed care plan.

Mr. George previously served as Health Partners’ Chief Financial Officer. With more than 27 years of experience in accounting, auditing, financial and regulatory reporting, financial management and planning, and systems development, Mr. George was responsible for all corporate financial affairs. As CFO, he additionally played a leadership role in corporate strategic planning, and the development and management of Health Partners’ risk model.

Prior to joining Health Partners, Mr. George served in a financial management role with US Healthcare, where he was responsible for the cash receipts and disbursements functions, as well as payroll. He also played a leadership role in identifying and installing financial system upgrades; overseeing various financial, regulatory, and operational aspects of that company’s external financial reporting and its pension, deferred compensation, 401(k), and executive benefit plans; and analyzing medical claims liabilities and the related medical expenses.

Mr. George spent 12 years at Arthur Young & Company (predecessor to Ernst & Young), an international accounting firm, where he served various private and public HMO, insurance, retailing and real estate investment trust (REIT) clients. He also acted as assistant to the Director of Accounting in performing pre-issuance reviews of financial statements, projections, and other reports of Philadelphia office clients. During Mr. George’s employment with Arthur Young, he completed a one-year residency program in that firm’s East Region office, where he was trained in reporting and disclosure requirements of the Securities and Exchange Commission.

Mr. George has a BA in History and Economics (Cum Laude and departmental honors) from Lafayette College in Easton, Pennsylvania and an MBA in Corporate Finance from the University of Pennsylvania’s Wharton School of Business. He is a Certified Public Accountant and member of the Pennsylvania and American Institutes of Certified Public Accountants (PICPA and AICPA). He also serves on the boards of a number of not-for-profit organizations in Philadelphia.

 
Judy B. Harrington
Senior Vice President, Business Development

Judy B. Harrington brings a wealth of diverse health care management experience to her role as Senior Vice President for Business Development at Health Partners. She currently oversees Corporate Communications & Public Affairs, Community Education and Marketing for the plan. Ms. Harrington is also President of the Health Partners Foundation.

Prior to joining Health Partners, Ms. Harrington was a health care consultant with Vista Ventures, LLC, where she worked on a variety of projects including consolidation of multi-hospital managed care relationships; executive recruitment; and internet and data management strategies for health plans. She has held senior management positions in business development, communications, or marketing with the University of Pennsylvania Health System; Tenet Health System; Allegheny Health, Education and Research Foundation; Aetna Health Plans of Pennsylvania and Omni Health Plan. Before beginning her career in health care, she worked for the Houston Chronicle.

An adjunct faculty member of Temple University’s Health Administration MBA program, Ms. Harrington is a contributing author of Positioning Your Practice for the Managed Care Market. She lectures on managed care. She received her MBA in Health Administration from Temple University’s Fox School of Business and Management, where she received the Mindy Wolen Outstanding Student Award. Ms. Harrington also graduated Summa Cum Laude from Temple’s undergraduate BA in Communications program.

Senior Vice President, Finance and Chief Financial Officer

William S. George is president and chief executive officer of Health Partners, a managed care organization with 150,000 members in Philadelphia and the surrounding counties. The nationally recognized not-for-profit health plan has received numerous awards, including an “excellent” accreditation from the National Committee for Quality Assurance (NCQA). Health Partners is owned by many of the region’s leading hospitals: Albert Einstein Medical Center, Episcopal Hospital, Frankford Hospital, Hahnemann University Hospital, Hospital of the University of Pennsylvania, St. Christopher’s Hospital for Children and Temple University Hospital.

Prior to being named president and CEO, Mr. George served for 14 years as Health Partners’ chief financial officer, where he was responsible for all of Health Partners’ corporate financial affairs. During that time, he oversaw the rapid membership and financial growth of its successful Medicare Advantage plan, which was sold in 2007 with 22,000 members.

Before joining Health Partners, Mr. George held senior-level positions with US Healthcare and Arthur Young & Company (predecessor to Ernst & Young), an international accounting firm. Throughout his career and professional life, Mr. George has worked tirelessly to improve the lives of Philadelphians. A long-time resident, he founded one of the city’s first Town Watch programs in the 1980s. He continues to be active in civic affairs and is a committed spokesperson on efforts to stop domestic and street violence.

Mr. George’s efforts to make the city a better place for all Philadelphians, especially underserved residents, has earned him several prestigious awards, including the 2007 Good Scout Award from the Cradle of Liberty Council, Boy Scouts of America; the 2007 Drum Major Award from the Philadelphia Council of Clergy, and the 2007 Human Rights Award from the Philadelphia Commission on Human Relations. He was named Honorary Chair of the March of Dimes’ 2008 Signature Chefs Auction and continues to serve that and many other organizations.

Mary K. Stom, MD
Senior Vice President, Health Care Management and Chief Medical Officer

Dr. Stom, who is board-certified in Internal Medicine and Nephrology, has managed care, teaching, and clinical experience and achievements that span over 25 years. She is well-versed in the areas of medical artificial intelligence, quality management and credentialing, and regulatory compliance to name a few, and also specializes in financial strategic planning, market assessment, network development and business relationship negotiation.

Throughout her impressive career, Dr. Stom has served in a number of key roles in the health care industry, including her most recent post as Associate Medical Director and Independent Physician Advisor for AmeriChoice of PA. A proven leader and educator, Dr. Stom has also received numerous awards for teaching excellence.

Dr. Stom received her Bachelor of Science degree from Juniata College and her Medical Degree from Medical College of Pennsylvania. She completed her internship and residency in Internal Medicine at the Medical College of Pennsylvania and her Fellowship in Nephrology at the University of Pennsylvania. In addition, Dr. Stom received a Certificate of Medical Management from the University of North Carolina’s Kenan-Flagler School of Business, where she was a Kron Scholar.

 
Don Daddario
Senior Vice President, Pharmacy Business

Don Daddario is Senior Vice President of Pharmacy Business for Health Partners. Previously, he was the Corporate Regional Pharmacy Director for AmeriChoice Health Services, a United Health Group company. Mr. Daddario also held pharmacy management positions in acute care and behavioral health systems, and has extensive experience as a community health pharmacist. He was formerly the Chief Operating Officer and owner of his own corporation which operated two retail pharmacies.

Mr. Daddario is a graduate of Temple University's School of Pharmacy, and received his MBA from DeSales University. He is a registered pharmacist (RPh) and a member of the Academy of Managed Care Pharmacists. Mr. Daddario is also a guest lecturer in Managed Care at the University of the Sciences’ Philadelphia College of Pharmacy.

 
Vicki Sessoms
Senior Vice President, Resources Management and Compliance

As Senior Vice President of Resources Management and Compliance, Vicki Sessoms is responsible for the management of the health plan’s Human Resources, Administrative Services, Legal Affairs and Government Compliance departments.

Ms. Sessoms previously served as Vice President of Human Resources for Health Partners. In that role, she was responsible for the strategic planning and direction of the company’s Human Resources department. Prior to joining Health Partners, Ms. Sessoms held senior Human Resources positions with Blue Cross and Blue Shield of Delaware, Inc. and the Bechtel Power Corporation. Her expertise includes staffing, benefits, compliance, employee relations, organizational development and compensation.

Ms. Sessoms has earned several awards and honors for her achievements in the area of Human Resources, including being named 2001’s “Delaware Valley Human Resources Person of the Year” (companies with 251-1000 employees) by the Society for Human Resources Management. The award is designed to recognize those in the Human Resources profession who exemplify outstanding achievements within the local Human Resources community.

In addition, under Ms. Sessoms’ leadership, Health Partners was selected as a winner of Workforce magazine’s annual Optimas award. Workforce is a national Human Resources trade publication. Health Partners won in the Service category.
