Health Partners Names New CFO


Philadelphia, PA – Health Partners is pleased to announce the appointment of Rolando J. Portocarrero, CMA, M.B.A. as its new Senior Vice President of Finance and Chief Financial Officer (CFO). Portocarrero will function as an integral part of the executive management team with responsibility for overseeing all aspects of the finance and accounting functions of the organization, including oversight and evaluation of short and long-term strategic financial planning. He will also provide timely and accurate analysis of budgets, procurement, financial risks, trends and forecasts.

Prior to joining Health Partners, Portocarrero served as the CFO and Sr. vice president of finance for Capital District Physicians’ Health Plan (CDPHP) in Albany, NY. The physician-founded plan was established in 1984 and serves 230,000 Commercial members, 115,000 Medicaid members, and 35,000 Medicare members. Prior to his position with CDPHP, Portocarrero was CFO of Health Plus PHSP a 285,000 members’ Medicaid Plan in New York. He also served as vice president of Financial Analysis, Planning and Reporting at Health Net Northeast in New York. Portocarrero has more than 20 years of managed care experience.

Portocarrero has a Bachelor of Science degree from the United States Naval Academy in Annapolis, MD. He received his Master of Business Administration from The Graduate School of Business of Rutgers University in Newark, NJ, with concentrations in Finance and Operations Management.
